How It Started

Empower to Comply started with a simple realization: compliance is about people, not just regulations. Through years of hands-on experience with hazardous materials, we saw the strain placed on teams who were asked to manage complex requirements on top of their day-to-day work. ​As innovation in batteries and energy storage accelerated, we also saw that compliance strategies weren’t keeping up. This left companies with gaps, inefficiencies, and added risk at a time when the industry needed clarity most. ​Elizabeth Gibbons Barber, CDGP created Empower to Comply to address this. By turning complicated rules into clear, practical steps, we help teams adjust to changing regulations and move forward with confidence. Our goal is to make compliance workable and responsive, so companies can focus on innovation while maintaining safety and integrity.

Elizabeth Gibbons Barber, CDGP

Founder, Principal Consultant

Elizabeth Gibbons Barber, CDGP, is a dangerous goods transportation specialist with more than a decade of experience helping companies build and maintain compliant hazmat programs.

She has managed national total waste management and dangerous goods transportation programs across North America, working with organizations ranging from logistics operations to emerging EV manufacturers.

 

Most recently, she has supported regulatory alignment in the electric vehicle industry through standards development, public speaking, and direct compliance advisory work — a space where clear guidance is still critically needed. Elizabeth's approach to compliance has always been rooted in people, not just regulations. She serves as the resident dangerous goods transportation expert at Electrification Academy, and leads workforce development initiatives to bring entry-level workers into Michigan's battery industry with the foundational knowledge to succeed.

 

That same belief — that compliance becomes durable when people genuinely understand it, not just when they've passed a test — is what drives E2C Consulting.

She founded E2C to bring that expertise directly to the companies that need it most: teams navigating rapid regulatory change without the in-house infrastructure to keep up.
